The Valleys Planning Council was formed in 1962 by a group of concerned and proactive citizens whose goals were to protect the rural character of the agriculturally and environmentally important land - 75 square miles -- between Greenspring Valley and the Prettyboy Reservoir. This effort was achieved through a contract with the Philadelphia consulting firm Wallace-McHarg and Associates to prepare a plan for this area. Ian McHarg prepared the plan which became known as "The Plan For The Valleys". His product here became one of his seminal works and part of his world acclaimed book "Design with Nature".
Over the years, VPC has worked with Baltimore County planning and zoning officials on formation of a number of landmark tools that compliment the goals of preservation: The first countywide Master Plan, the Comprehensive Zoning Map Process, zoning reclassification issues and establishment of Resource Conservation Zones and Smart Growth and Rural Legacy initiatives.
Using the restrictive RC-2 agricultural zones, which cover much of the valleys, landowners have successfully thwarted development. Many, with the VPC's help, have worked to preserve more than 16,000 acres of open space under agricultural and conservation easements. Goals for the future include working strategically toward a smarter growth model in the Baltimore region, increase public awareness of the rich environmental, agricultural and historic value of the valleys and protect at least 11,000 more acres of open space by 2010.
