The Minnesota Board of Water and Soil Resources (BWSR) issued an order (PDF) for the discontinuance of the Hennepin Conservation District (HCD) and the transfer of all district duties and authorities to the Hennepin County Board of Commissioners on December 18, 2013.  Hennepin County is now acting as a soil and water conservation district (SWCD) with all duties and authorities of an SWCD.
