Conservation credits may serve as mitigation, on a one-tenth acre for one-tenth acre basis, for adverse biological impacts to land within the Service Area (Colton Recovery Unit as defined in the Final Recovery Plan for the Delhi Sands Flower-Loving Fly) possessing similar or comparable habitat values (including modifying land which would directly or indirectly result in take of Delhi Sands Flower-Loving Fly (DSF) individuals or which would eliminate occupied or potentially occupied or suitable DSF habitat.. The USFWS will determine on a property-by-property basis whether off-site mitigation is appropriate for such project.
