The original PRINCIPLES FOR AGREEMENT ON BAY-DELTA STANDARDS BETWEEN THE STATE OF CALIFORNIA AND THE FEDERAL GOVERNMENT, which has guided the development of CALFED and its ecosystem restoration programs since it was signed in 1994 - up until the creation of the Delta Stewardship Council in 2010.
